"I'm going to be a lot more serious in the future!" - Mildred Hubble Mildred Hubble is our heroine. She's tall with long, dark braids, and can't quite seem to tie up her bootlaces. Mildred doesn't came from a witch family like the other girls, but earns a scholarship to Cackle's Academy by writing an unbelievably creative essay. Although her maths and sciences leave something to be desired, she's smart and channels her creative energy into her quest of becoming a witch. She means well and tries very hard, but she's adventurous and impulsive, which often gets her into trouble with certain people. Ethel Hallow is Mildred's nemesis along with Drusilla Paddock, her nasty sidekick. Together, they make Mildred's life quite unpleasant through lying, trickery and sabotage. Miss Hardbroom doesn't help matters at all, by being the strict disciplinarian and possessing special abilities such as appearing out of nowhere.Things balance out though, and with the support of Mildred's friends Maud, Enid, Ruby and Jadu, she makes it through the tough days at Cackle's Academy. After a long day, she retires to her cold, windowless room with Tabby, her non-regulation cat. When she's not with her friends, or trying to get Tabby to sit on her broomstick, chances are she's in Miss Cackle's office, being reprimanded.Mildred, along with her friends, is on the quest to attain the Witches Higher Certificate and perhaps by then, she'll be a better witch. First though, she'd like to get over her get over her fear of the dark.

"You have to come from a witch family to be a real witch." -Ethel Hallow Everything always goes right for Ethel; she's at the top of her class, her spells and potions always produce perfect results and she does extra chanting because she's so keen. The teacher's pet is also mean and spiteful, holds grudges and walks around with her nose in the air. Ethel's parents are rich and proud; her father is the Chair of the School Govenors and buys her expensive presents which she loves to show off. She comes from a family of witches, and has a fancy Slozzinger-Hazeltwig broom. Ethel is a sneak, as well as a snob. She tattles on Mildred, and is always trying to get her into trouble. Ethel is expected to do well like the rest of her family, who have their portraits in the Great Hall. Ethel's witch-in-crime is Drusilla Paddock.

"Confidence and control, Mildred - that's the secret of success." - Miss Hardbroom "Healthy bodies and healthy minds" Miss Constance Hardbroom is the form-mistress, a task which she takes very seriously. She is very, very strict and even though she is not in charge of the Academy, her watchful eye is one to watch out for. She is feared and obeyed by the all the girls, and makes herself heard by yelling very loudly. H.B. is a militant traditionalist. She believes education should be taught with the goal of becoming responsible grown-up witches. She is against the aid of any technology, and confiscates radios and walkmens when she sees them. Arguments often flare up between she and Miss Bat, over teaching methods which are totally different. Miss Hardbroom has many unique abilities, the most important being that she can appear and disappear at will. This is especially frustrating for Mildred who is always getting into trouble. It seems that H.B. always catches her when she's doing something she isn't supposed to be doing..!

"Magic must not be used for selfish or trivial ends!"- Miss Cackle Miss Amelia Cackle is the Head Mistress of the school, a position that she inherited from her grandmother. Even though she is in charge of the Academy, she's gentle by nature, and disciplines with only stern words. These incidents are few and far between, but when they occur, they leave their mark. It is she who names Mildred the Worst Witch, but it is also she who sees past her mistakes.Miss Cackle is a bit of an open-minded traditionalist. She loves the school and what it stands for, but she also cares about the well-being of the girls. Arguments often flare up between Miss Hardbroom and Miss Bat, over decisions concerning the way certain things are done, and Miss Cackle always acts in the best interest of the girls. She finds a practical and educational way to get the point across, whether it's a prize for the tastiest non-magical drink, or turning a hat into a chocolate cake。Miss Cackle has an evil twin sister named Agatha, who is also a witch and pops up occasionally to cause trouble. Right always wins out though, and after a traumatic event, Miss Cackle often eats a slice of cheese, which happens to be her favourite food.
